(WFRV) – A man from De Pere had his cash bond set at $25,000 after being accused of sexually assaulting a teenage boy.
According to a criminal complaint obtained by Local 5, 68-year-old Joseph Schinkten is facing multiple charges in relation to an alleged sexual relationship with a teenage boy. On February 3, a police officer spoke with the alleged victim who claimed he had sexual contact with Schinkten.
The victim described incidents that allegedly happened at Schinkten’s condo as well as other places, the complaint said. These incidents were sexual in nature, according to the victim. The victim and Schinkten reportedly knew each other before the alleged incidents.

In the complaint, the victim reportedly told police that Schinkten sent him a picture of an underage boy. Schinkten allegedly told the victim he had sexual contact with that boy.
The victim claimed Schinkten and he exchanged sexually explicit pictures.
On June 5, authorities met with Schinkten. He described himself as a ‘half mentor’ and a ‘half best friend’ to the victim, the complaint said. He also described their relationship as a ‘best friend relationship’.
Schinkten denied having any physical contact or kissing him. After authorities referred to text messages between the two, Schinkten said it was not his doing.
He continued to deny having any sexual contact with the victim. The complaint said Schinkten told officers that although the texts came from him, ‘none of that’ was generated by him.
Authorities ended reviewing Schinkten’s phone where they reportedly found sexually explicit images and wording involving the victim.
Schinkten is charged with:
- 2nd degree sexual assault of a child under 16 years of age
- Felony
- Up to 40 years in prison
- 2nd degree sexual assault of a child under 16 years of age
- Felony
- Up to 40 years in prison
- Possession of child pornography
- Felony
- Up to 25 years in prison
Court records show Schinkten was in court on June 26 for his initial appearance. His cash bond was set at $25,000. He is due back in court on June 30 for an adjourned initial appearance.
