GREEN BAY, Wis. (WFRV) – A second suspect has been charged for alleged involvement in a fatal shooting on the west side of Green Bay in November 2023.
The Green Bay Police Department said that 40-year-old Joel Pagan-Garcia was formally charged by the Brown County District Attorney’s Office on Wednesday with the following:
- First-Degree Intentional Homicide
- PTAC, as a Party to a Crime
- Use of a Dangerous Weapon

Pagan-Garcia is the second suspect in the case, with 41-year-old Christian Rivera-Pica of Green Bay having been formally charged on Tuesday.
Both men were arrested on July 28, 2025, stemming from an investigation into the fatal shooting on November 3, 2023. The victim, 30-year-old Carlos Otero-Aviles, was reportedly shot in an apartment complex parking lot while attending a children’s birthday party.

The investigation is still ongoing, as officials seek more information from witnesses.
