OCONTO COUNTY, Wis. (WFRV) – A 64-year-old bear hunting guide in Oconto County was hit with a one-year ban for illegal bear baiting on federal property.
According to Richard Frohling, the Acting United States Attorney for the Eastern District of Wisconsin, Timothy Collar was ordered to pay a $3,000 fine in addition to abiding by the one-year hunting ban.

Collar, a bear hunting guide, commonly planned and guided hunting activities on federal property in the Chequamegon-Nicolet Forest. According to court records, Collar illegally placed multiple oversized plastic bait barrels across the forest to prepare for the 2023 season.
The barrels were uncapped, close to roads and oversized. Natural resources were left damaged by Collar’s attempts to access the bait sites.
As a result of the ban ordered by U.S. District Judge Byron Conway, Collar is barred from hunting on federal property during the 2025 season from September 3 until October 7.
