Three arrested in Two Rivers on drug-related felonies following investigation

TWO RIVERS, Wis. (WFRV) – Three residents in Two Rivers were arrested on multiple drug-related felony charges following an investigation on Wednesday.

According to the Manitowoc County Sheriff’s Office, the Metro Drug Unit began investigating 39-year-old Jesse R. Miller in January 2025 after identifying him as a suspect in the distribution of methamphetamine. Investigators conducted a controlled purchase of methamphetamine from Miller in the City of Manitowoc and determined he lived on the 1800 block of 14th Street.

Methamphetamine seized in historic Wisconsin neighborhood

In April 2025, a separate investigation was launched into 50-year-old Brad E. Smith, also suspected of distributing methamphetamine. Controlled purchases were conducted at another residence on 14th Street. Investigators later determined Miller lived on the second floor of the building, while Smith lived on the first.

On Wednesday, officers executed a search warrant at the residence, where multiple individuals were present, including Smith and Miller. Both were taken into custody.

During the search, authorities located methamphetamine, THC, and various items of drug paraphernalia. A third individual, 49-year-old Anna Burt, was also arrested at the scene.

Two men arrested after shots fired between vehicles in Wisconsin

Miller and Smith have been formally charged in Wisconsin Circuit Court. Burt has not been formally charged at this time.
