GREEN BAY, Wis. (WFRV) – A 41-year-old man is now officially charged for his connection to a fatal shooting on the west side of Green Bay in November of 2023, authorities say.
According to a release from the Green Bay Police Department, 30-year-old Carlos Otero-Aviles from Green Bay was shot in the parking lot of an apartment complex on the 1700 block of Western Avenue while attending a child’s birthday party in November of 2023.

41-year-old Christian Rivera-Pica from Green Bay and another 40-year-old Green Bay man were arrested in collaboration with the US Marshals Eastern Wisconsin Violent Offender Task Force on July 28, 2025.
The Brown County District Attorney’s Office has formally charged Rivera-Pica with the following:
- First Degree Intentional Homicide
- PTAC, as a Party to a Crime
- Use of a Dangerous Weapon
Officials say the 40-year-old Green Bay Man is also expected to be charged soon.
At this time, an investigation into the incident is ongoing, no other information is available, and the Green Bay Police Department is asking for witnesses to come forward.
