MADISON, Wis. (WFRV) – 2025 Senate Bill 33, introduced in a bipartisan effort by three State Senators, is officially on the way to Wisconsin Governor Tony Evers’ desk for signature.
The bill, introduced by Sen. André Jacque (R-New Franken), Sen. Cory Tomczyk (R-Mosinee) and Sen. Jodi Habush Sinykin (D-Whitefish Bay), looks to protect victims of artificial intelligence (AI) generated sexually explicit images.

Sen. Jacque was the lead author of the bill, which comes amidst a rise in potential uses for AI and the subsequent increase in use of AI-generated explicit images used to intimidate people.
“This bill would protect against a new and disturbing form of cyber-abuse and ensure that all Wisconsinites can feel comfortable sharing regular images of themselves online without fearing that those images will be manipulated or corrupted into pornography,” Sen. Jacque said in a release.
According to the release, state law currently outlaws non-consensual creation and distribution of portrayals of nudity; however, it doesn’t directly take into account the creation of deep-fake, or AI-generated porn, using a real person’s face to produce a ‘hyper-realistic’ image.
In addition, the release provided a study from a cybersecurity company, finding that roughly 96% of ‘deep-fake’ material is non-consensual pornography that ‘exclusively targets women.’

The bill would also make it a felony to hack or steal sexually explicit images from somebody’s phone or other devices, which is not specifically prohibited by the current laws.
